    France does not have the ability and infrastructure to even be able to extract it and this point. Not including the fact, the the permitting processes, legalities and a workforce of part time employees make doing so take forever while mired in legal BS that will take 10 years to even mange to do anything. This is France after all.

Inigo Montoyo’s famous quip in response to “inconceivable!” comes to mind. Clean is not the same as sustainable. Since this isn’t a renewable or inexhaustible resource, it still is not sustainable.
